So many changes and challenges for us all to remain informed!

Yesteryear - A loaded firearm behind every door in the farmhouse was commonplace. Now, all firearms must be locked up in your own home! We used to leave the doors unlocked and the keys in the ignition, now we lock it or lose it! It used to be stop signs and street signal lights were once respected, and now they are ignored. Firearm safety rules have never changed, yet now many new firearm owners do not take the time to learn the rules. If your gun was stolen 20 years ago a cop would reply: "it's ok because it happens everyday in this town" vs. today, if a firearm is stolen you can become ineligible to possess a firearm or CCW! It used to be Law and Order and now it's abundant homelessness and migrant crime, running rampant. The semi-auto rifle you bought 20 years ago legally, is now considered an assault weapon. The wild west was once every cowboy packing an exposed weapon, and now it must be concealed and you better have that license to carry it concealed.


JLPFI reminds everyone one reading this blog that there is a silver lining to what the past has manifested into the present. The preservation of the 2nd Amendment and what it stands for will never change. In the great words of philosopher John Locke, "wherever law ends, tyranny begins". We all have witnessed so many changes and challenges to our life journey. Whether those changes have materialized locally, in our state or among the nation, each of us have the ability to live within the boundaries of the rule of law. It is the common practice of all law abiding citizens to navigate through the maze of the past, accept the realities of our current environment, and look forward to the promises of the future.



JLPFI's mission is to keep all of our clients informed through our detailed informational courses. We also remind our clients to refresh their defensive ammunition in their carry weapon every two years or sooner. We take pride in reflecting on the journey of safety each client has lived through and we look forward to sharing the "news of the now" and the future.

Good news on the national level as HR-38 (Mann and Hudson) was re-introduced to establish if one has a concealed carry license from their home state, the license would be recognized in all 50 states! There is a lot of bi-partisan support for this law to pass down the road.

HR-645 national constitutional carry act was introduced on January 23rd of this year by R. Massie. The bill would prohibit any state or local government from imposing criminal or civil penalties on individuals for carrying firearms in public. This means if someone is legally eligible to own a firearm, they cannot be penalized by state or local laws for carrying that firearm openly or concealed in public spaces.

JLPFI fully supports HR-38 as a concealed weapons program would still be required. There are many factors of safe firearms training and mental mindset that should be required for a person to experience, before they start a journey carrying the weapon for defense!


California laws are becoming extremely complex regarding self defense. Luckily, a recent law (AB1333) introduced by Rick Zbur, (D-Los Angeles), was withdrawn from consideration. This dangerous law would have prohibited California residents to defend themselves in their own home and would have required the duty to retreat when confronted by a perpetrator!


Governor Newsom signed several new gun laws in September of last year including: SB-53 - A new law that begins January 1, 2026 that requires firearm possessors to securely store their firearms whenever the firearm is not in their immediate control. https://calmatters.digitaldemocracy.org/bills/ca_202320240sb53 

This means that even those that live alone, must secure their weapon in a locking device near the bedside and take an extra step of unlocking the firearm in the time of need! Existing law makes it a misdemeanor or a felony if a person keeps a firearm within any premises that are under the persons custody or control and the person knows or reasonably should know that a child is likely to gain access to the firearm without the permission of the child's parent or legal guardian, and the child obtains access to the firearm and causes injury, other than great bodily injury, or death or great bodily injury to the child or any other person, or carries that firearm off-premises, as defined, to a public place or a school. Existing law exempts a person from the above provisions if the person has no reasonable expectation, based on objective facts and circumstances, that a child is likely to be present on the premises. This bill REMOVES these exemptions!


Pet owners BEWARE: SB-902 was passed as the Animal Mistreatment Cruelty Law. (Roth/Portantino).https://calmatters.digitaldemocracy.org/bills/ca_202320240sb902

This law is now in effect, adds "animal mistreatment" to the list of misdemeanors that would result in a 10 year prohibition of firearms possession. Since the measure does not clearly define what is considered "animal mistreatment", such law could place California lawful gun owners at risk of losing their right to keep a bear arms!


AB-28 was enacted July 1 of 2024 that imposes an 11% excise tax on firearms and ammunition. Despite ongoing litigation from the CRPA, this tax is still a reality in this state.

BREAKING NEWS as of 3/20/24 - regarding the high capacity mag ban in California (Duncan Vs. Bonta), the Ninth Court delivered a ruling to uphold the state's ban on magazines holding over 10 rounds with a vigorous three judge dissent. This case will now transition to the Supreme Court.


Some positive news: In March of 2024, a federal judge ruled that the one a month purchasing law for weapons in California was unconstitutional. You are now allowed to purchase multiple firearms without restrictions to one a month!


And lastly, Hoffman Vs. Bonta - As of today, non-residents are not currently able to apply for a CCW in California. However, starting April 22, 2025, non-residents will be able to apply for a non-resident California concealed weapons license!
