We are excited to announce that after a long, intensive journey through uncharted waters of California legislation, we are back to serve all of our loyal clients in providing safe, professional firearms instruction! January 1, 2024 was a dark day for most concealed weapons instructors in California as the state legislature launched an emergency legislation that effectively disqualified all NRA certified instructors from teaching concealed weapons classes! JLPFI has been providing CCW courses for many years with a NRA instructor certification, and that day was a wake up call for all of us instructors to discover what we needed to become re-qualified to continue our jobs. JLPFI is now a Consumer Affairs Bureau of Security approved instructor. This new certification allowed us to move forward with applying for our CA DOJ CCW instructor application which we were officially approved on March 11th, 2024! All of our CCW issuing agencies have re-listed JLPFI as a CCW instruction provider.
The new regulation of the SB2 law also implemented the following changes:
*All CCW renewal classes shall be 8 hours in duration. The prior requirement was 4 hours.
*All CCW initial applicants shall complete a 16 hour course. The prior requirement for initial applicants was 8 hours.
*We have added a 1 hour mental health presentation to our class itinerary.
*Spouses can no longer share weapons on their concealed weapons permit.
*We are now mandated to issue a course summary exam at the end of class.
The question remains WHY did all of this happen? JLPFI will reserve our opinions to only include that the California legislature is only doing what the Governor has requested which is an attempt to cancel the "Gun Culture" as a whole in this state by restricting places of concealed carry, increasing the challenges of obtaining and maintaining a concealed weapons permit, and further removing the capability of long time instructors to provide their services!
Our current Sheriff, John Zanoni, has made every effort to fight back against these new regulations and has been steadfast in supporting the efforts of increasing the staff of the CCW unit along with making sure instructors have resources to be re-certified! A big Thank You to all of our law enforcement agencies in recognizing this attack on all CCW holders and instructors, and being pro-active in creating positive pathways to keep our 2nd amendment rights in California!
November and December of 2023 was a very busy time training new CCW applicants that were able to complete an 8 hour initial course before the law changed in 2024! Fresno County received over 1600 new applicants within the last two months of 2023 which made the appointment times stretch out to the last quarter of 2024 for an interview!
JLPFI recently attended a town hall meeting hosted by the United States Concealed Carry Association and the Fresno Sheriffs office. Great news came from the Undersheriff that the CCW office is expanding into a larger facility within the same building, and adding extra manpower to catch up with processing the CCW applicants from 2023 by mid to late year!
New requirements for initial applicants include:
*3 character references.
*Social Media investigation.
*A face to face interview with a background investigator.
Renewal applicants in Fresno County can take their renewal class months up to 6 months in advance of their expiration date but they can only apply online for their renewal application within 30 days of their expiration date. Renewal processing is currently taking 3 weeks.
Renewal applicants will not be subject to a social media investigation or interview.
Breaking news from the Fresno County CCW unit!
The new official CCW has arrived. All applicants and renewal CCW folks will receive one official CCW card that includes your picture, your fingerprint and all weapons (up to six) on your CCW card. There will no longer be a paper copy issued!

The California DOJ roster of approved firearms has expanded this year to include a host of newly manufactured models of firearms from Sig Sauer, Springfield Armory and Smith and Wesson. The micro-stamping requirement was dropped from the requirement to be California legal, so we now have more choices of weapons that must have loaded chamber indicators and magazine disconnect features.
