We hope all of you have weathered the storms and are prepared to head out to the range soon and knock the rust off your firearms skill-set. The rainfall has been a true blessing for our agriculture, although many of our clients have experienced overwhelming headaches with flooding and buried homes under an abundance of snow. All of us will rebound from this weather and persevere to get back to our routines of everyday concealed carry and enjoying the spring colors that are now surrounding our valley! JLPFI has been very busy scheduling new clients and those that allowed their CCW to lapse past the 1 year mark who must start the whole course over again. There were also those that are renewing their expired CCW and are still within the grace period allowed by the agencies. In either case, please be reminded to look at your concealed weapons permit and check that expiration date once in awhile to avoid the panic that sets in when it shows expired! Most local agencies will grant a 6 month grace period to complete your renewal course, but you cannot conceal carry once your license has expired until you go through the renewal process. Fresno and Madera counties are around 2 months to process a new applicant and 3 weeks to process CCW renewal applicants.
Book your CCW renewal course within 3-4 months before your CCW expires. You can then submit your online renewal once you are within a month of your expiration date.

We have all experienced many changes over the past few months including welcoming a new Sheriff to Fresno! Sheriff, John Zanoni was sworn in to replace Sheriff Mims in January and he is off to a challenging start between the criminals and flood management! Our local Police Chief, Paco Balderamma has experienced a serious uptick in crime across Fresno including two fatal officer involved shootings in the past few weeks. Both suspects created a very dangerous situation for Fresno PD officers to respond with the use of deadly force. The California Department of Justice instantly stepped into one of the incidences questioning the justified use of force by our police. This has become a standard protocol to scrutinize our local law enforcement agencies ability to use deadly force and police reform policies from Sacramento have created many roadblocks for officers to present their firearms in a hostile situation. Where does that leave us, the common law abiding citizens that put our trust in law enforcement to protect and serve our community in the name of public safety?
JLPFI has always relayed the message that personal safety is each person's responsibility and that right has been reaffirmed by the United States Supreme Court to uphold our right to own firearms and protect ourselves without having to provide a good cause statement to CCW issuing agencies! Licensed to carry applications are flooding into law enforcement agencies all over California now that this state is a "shall issue" state! Breaking news out of San Francisco that a citizen was awarded the first CCW in over 20 years!

JLPFI has more good news that Federal Judge Cormac J. Carney struck down the California DOJ Roster of Safe Firearms as of March 20, 2023! Our state has been restricted to only selling semi-auto handguns that had chamber indicators, magazine disconnect features and microstamping capability since 2013. The judge ruled the Unsafe Handgun Act is unconstitutional and has granted a preliminary injunction enjoining enforcement of those provisions fourteen days from his ruling. The California Department of Justice will most likely file an appeal to this order and push the subject to the Ninth Court of Appeals, but the California Rifle and Pistol Association has assured us that this roster will ultimately be defeated because all of the new models of semi-auto handguns that all the other states currently sell, are far more modern and safer than the current models California dealers are authorized to sell.https://crpa.org/news/blogs/huge-win-crpa-defeats-the-roster/
JLPFI recommends that you all start a GSA- Gun Savings Account, to be able to purchase the handgun of your dreams once this ridiculous, restrictive roster is finally removed in California.
Now, for some tough news. Senate Bill SB918 was defeated in the California Legislature on August 31st of 2022 by one vote. This bill would have restricted concealed carry in many dangerous places including parking lots. The California legislature resurrected this bill this year under a new title of Senate Bill 2.

This bill, re-authored and edited, will enact the "sensitive zones" to make it very difficult for any licensed CCW holder to legally carry in many places. This bill also would change the training requirements of implementing a 16 hour initial course and an 8 hour CCW renewal course. Initial applicants would be subject to doubled fees, psychiatric evaluation and presented with a talk on mental health and suicide prevention by a mental health professional sub contracted through the authorized CCW trainer! Governor Newsom recently revealed at the Monterey Park shooting sight, that he will sign this bill when it hits his desk.
The time is NOW for any of your family members or friends to complete an initial CCW course if they have been considering applying.

The California State Legislature is waging war on us and proclaiming that the presence of more firearms in our state will lead to more violence.
